RF Senator: friendship between the Armenian and Russian rescuers was tempered in Spitak

On May 14 Ara Nazaryan, Deputy Minister of Emergency Situations hosted the delegation of the Federal Council of the Russian Federation led by Sergey Arenin, the Deputy Head of the Defense and Safety Committee of the Federal Council.

The delegation consisted of senators Franz Klinzevich, Vyacheslav Markhaev and a number of other representatives of the upper house of the Federal Assembly of Russia.

Ara Nazaryan, Arkadi Balyan, Deputy Minister of Emergency Situations and Aghvan Sargsyan, Head of the First Division of International Cooperation of the Emergency Situations Policymaking and International Cooperation Department.

The aim of the meeting was to discuss the prospects of the Armenian-Russian cooperation in the field of emergency situations.

Deputy Minister Ara Nazaryan welcomed the guests and mentioned that the Ministries of Emergency Situations of the Russian Federation and the Republic of Armenia cooperated in the framework of various international structures and agreements on the cooperation in the field of industrial accidents, natural disaster prevention and elimination of their consequences signed between the governments of the both countries (CSTO, CIS, UNO, EEC).

Special attention was paid to the organization process of training of the Armenian rescuers, joint special tactic and training exercises were periodically held.

According to Ara Nazaryan Armenian-Russian cooperation was simultaneously developing as well in the fields of seismic protection, implementation of mountainous rescue activities, combating forest fire, protection from the earthquake and elimination of their consequences.

In this sense the Deputy Minister of Emergency Situations noted that in 2017 we succeeded in extinguishing the fire of Khosrov forest state reserve by means of the aircraft provided by the Russian side.

According to Ara Nazaryan the Russian crew of the aircraft had to fly too low and on dangerous height for the fire extinguishing efficiency. For this, the crew of the aircraft was awarded with the MES medals.

Sergey Arenin thanked the Armenian side for the warm welcome and noted that in the field of the emergency situations response and prevention Armenian-Russian relations were based on the perennial bilateral mutually beneficial cooperation and solid legal base, which gave opportunity to the Ministries of Emergency Situations of the both countries to implement joint and productive activity.

Sergey Arenin pointed out multilateral activity and the establishment of the Armenian-Russian Humanitarian Response Center as a pledge of the further development of Armenian-Russian cooperation in the field of emergency situations response and prevention.

Ara Nazaryan highlighted the importance of the activity of the humanitarian center and marked out the mission of the humanitarian support provided to Siria and Iran.

Sergey Arenin reminded the catastrophic earthquake of Spitak and mentioned that the bases of the establishment of mountainous rescue and rescue services of the USSR, then of the CIS independent countries were put at the time of the elimination of the consequences of the earthquake here in Armenia.

After the meeting the guests visited the National Crisis Management Center of MES (NCMC).

During the visit Hovhannes Khangeldyan, r/s colonel, Head of the Center represented the functions, activity and mission of the NCMC in details.
